How the U.S. Withdrawal of Troops from Afghanistan Impacts India

The peace deal agreement between the Taliban and the U.S. in Doha, Qatar, on February 29, 2020, opened up various security concerns in India. And now, after nearly 20 years of annexing the paratroops in Afghanistan in a modus operandi to oust Al-Qaeda supported by the Taliban, President Biden’s government has recently withdrawn U.S. military troops from Afghanistan. Thus, the Taliban has become the de facto government across Afghanistan and controls territory such as border check-posts, rural areas, and urban areas. India shares geographical proximity to Afghanistan, unlike the U.S., and consequently any political instability in the Afghan government is concerning to neighboring countries.

Ultimately the 2020 U.S.-Taliban peace deal agreement stipulated that any group or individual could not use Afghan soil against the security of the U.S. and its allies.

The uncertain future of the Afghan government and the Taliban’s authority may threaten the security and economic interests of India and its assets in Afghanistan. India has deeply invested in standing by Afghanistan’s democratic government; thus, the rise of the radical groups does not bode well for the country.

Haqqani Faction & IS – Khorasan

The presence of the U.S. in Afghanistan was partially the reason for India’s investment in Afghanistan’s future. The Haqqani faction, led by Sirajuddin Haqqani, deputy leader of the Taliban, is the best armed and trained Taliban faction. The Haqqani faction may use their power and assert anti-Indian propaganda.  The Haqqani faction is also well known for working against the U.S. invasion in Afghanistan, and leading several attacks on Indian assets and Indians residing in Afghanistan.

In regard to IS-Khorasan, the current understanding that IS-Khorasan has a mixture of former Afghan insurgents, Pakistani militants, and radicalized Indians is a threat to the Indian assets, especially those involving economic relations between India and Afghanistan. Indian-Afghani relations have also been tested in situations involving radicalized Indians conducting attacks on Afghan soil.  Such was the case when IS-Khorasan claimed the Gurudwara attack in Kabul, which took more than 25 lives, and attributed the attack to an Indian ISIS member.

Lashkar-e-Taiba

The relocation of the members of another terrorist group Lashkar-e-Taiba (LeT) under the guidance of their chief, Hafeez Muhammed Saeed.  Saeed, who drew up plans with the Pakistani army to attack Indians in large numbers, is an alarming cause to be more prudent about strengthening the Pakistani military advancement owing to the new policy between Pakistan and the U.S.

The growing influence of Pakistan’s Inter-Service-Intelligence Directorate (ISI) on the Taliban can be harmful to India, especially considering India’s wary relations with Pakistan. The Taliban is expected to be ill-disposed towards India by its nature and ideological orientation. The increasing influence of Pakistani power in Afghanistan can cause turbulence to the extremist elements in Kashmir. Srinagar-based General Officer Commanding Lieutenant General D P Pandey stated that some militants might enter Kashmir, but the army is ready to tackle the situation if and when that occurs.

The U.S. withdrawal from Afghanistan is also the beginning of new relations between the U.S. and Pakistan. Prior to the U.S. troops’ presence in the Afghan region, Pakistan had received significant U.S. aid and cooperation for defense. For the past two decades, the relations between both countries have been dysfunctional and oscillating around the presence of U.S. troops in Afghanistan.

The country’s strategic location has historically made it vulnerable to the involvement of outside powers and proxy battles. Pakistan was the medium and the connection between the Taliban and U.S. for counter-terrorism operations.

Another factor to consider in U.S.-Pakistani foreign affairs is the increasing Chinese-Pakistani relations, especially Chinese investments in Pakistan, which may hinder U.S.-Pakistani relations restoring to their pre-U.S. presence in Afghanistan conditions. Due to Pakistan’s strategic location, India must stay vigilant of Pakistan’s ever-evolving foreign relations, whether it be with the U.S., China, or the Taliban.

Additionally, the Taliban considers China a friend, since they have stated that they will not provide shelter to Uyghur Muslims from Xinxiang, China. Ultimately, India must strategically analyze Taliban-China-Pakistan relations and understand how these foreign relations could impact Indian affairs.

Since the U.S. withdrawal of troops from Afghanistan and the Taliban’s growing power, India faces many possibilities due to the reshuffling of regional foreign affairs. India has previously invested economically and diplomatically in Afghanistan and, therefore, must stay alert to how these changes will affect Indian Afghan relations.  Amongst other points to highlight, the U.S. wishes to have cross-cutting relations with both India and Pakistan whilst increasing partnership with Pakistan and also playing the role of crisis management as it has been doing.

Possible Approaches for a Peaceful Co-Existence

Ultimately, relations between the Taliban and India can be strategically possible, provided that the Taliban adheres to peace agreements, through creating and engaging in diplomatic channels and by establishing connections to decrease the Taliban’s dependence on Pakistan.

Indo-Afghan Ties and the Prospect of Peace

As one of several external stakeholders that have taken a keen interest in the affairs of Afghanistan, India ranks among one of the more reticent partners of the Afghan government. In spite of losing their shared border over 70 years ago, due to the results of the Partition of India and the subsequent First Kashmir War, Indo-Afghan ties remain strong. India’s steadfast support for Afghanistan’s state entities has evolved considerably, from recognizing and supporting Afghanistan’s contentious Cold War-era governments, to aiding the present-day Islamic Republic of Afghanistan.

In return, India’s status as the largest regional donor and supporter of Afghan statecraft and reconstruction has endeared the country to numerous Afghan leaders. Beyond provisions of material support and developmental assistance, India’s higher education institutions, which counts former President Hamid Karzai as an alumnus, remains a popular destination for Afghan students, many of whom return to positions in the nascent public and private sectors. Two of India’s most prominent military academies, namely the Indian Military Academy, and the National Defence Academy, enroll a significant intake of Afghan soldiers, aiding in the capacity-building process of Afghanistan’s security forces.

Behind India’s soft power investment in Afghanistan is a desire to retain existing influence in Kabul, while curbing similar ambitions by arch-rival Pakistan. Unlike the other original sponsors of the Mujahideen, such as the United States and Saudi Arabia, Pakistan’s stake in Afghanistan did not wane at the conclusion of the Afghan Civil War.

Instead, the five-year period of Taliban rule from 1996-2001 showcased the potential potency of a Pakistan-friendly government in Afghanistan. Seminal events like the 1999 hijacking of an Indian Airlines flight by a pro-Taliban group based in Kashmir, accelerated India’s coalition-building of anti-Taliban forces, which featured a mix of both internal and external entities.

In addition, throughout their tenure, the Taliban hosted numerous anti-Indian organizations, several of which have been linked to Pakistan’s Inter-Services Intelligence (IS) agency. The most notable of these organizations was Lakshar-e-Taiba, the terrorist group that would later be responsible for the 2008 Mumbai attacks. Given the proximity of Kashmir to Afghanistan’s northeast borders, the notion of a contiguous corridor that could supply Indian Kashmiri separatists with training, safe haven, as well as material and logistical support from Pakistan and/or the Taliban is a crucial security concern for India.

Memories of the subsequent damage inflicted upon Indian interests during the Taliban’s tenure continues to inform New Delhi’s present-day objectives. While its contributions to the Afghan state have enlarged in scope, India still remains fixated on curtailing Pakistan’s influence, which is primarily wielded through the relationship between the Taliban and Pakistan’s security establishment.

Although portraying Afghanistan’s situation as a microcosm of the Indo-Pakistani rivalry may come off as a slight toward Afghan sovereignty, alignment between the goals of India and the Afghan government remain strong. India remains one of the more active participants in development and infrastructure projects designed to boost Afghanistan’s connectivity and increase its participation in the global economy. The Iranian port of Chabahar is one example, as the port remains a key conduit of trade between India, Afghanistan, and Iran, through a route that deliberately avoids Pakistan.

Furthermore, Indian Prime Minister Narendra Modi has sought a more vocal and active role for India’s engagement in foreign affairs, with developments in Afghanistan at the forefront of this initiative. Indian officials have been frequently sighted and quoted during pivotal moments in the Afghan peace process, including during the US-Taliban deal that was signed in Doha, Qatar earlier this year.

In its most recent observations of the Afghan peace process, India’s foreign policy establishment has tempered expectations, preferring to instead focus on the schematics of a deal signed between the Taliban and the Afghan government.

In particular, the unresolved question of how the Taliban will integrate into Afghanistan’s civil society is pertinent to India’s posturing. In the event that the Taliban and its members convert to willing democratic participants, India’s interests would then evolve into preventing radical elements and individuals from ascending to the highest levels of government. A scenario in which Afghan political parties begin to orient themselves as strictly pro-India or pro-Pakistan remains plausible and would likely fuel further competition between the two powers, with the concomitant effect of tainting Afghanistan’s political culture.

The spectrum of possibilities in a potential peace deal presents newfound challenges to the Indo-Afghan relationship. India’s reluctance to engage with the Taliban stems from its characterization of the group as a stalwart client of Pakistan, rather than an independent entity.

Thus, any peace deal outcome that grants some level of legitimate political authority to the Taliban would present the greatest threat to India’s strategic ambitions in Afghanistan, which includes fostering closer political and economic ties with Central Asia and the Gulf region. As a result, the next few phases of the intra-Afghan peace process, set to resume in Doha, will carry significant political, economic, and security ramifications for India’s broader foreign policy strategy.

The Naxalite Insurgency

On October 30, 2018, a journalist and two policemen were killed in an ambush in Eastern Indian state of Chattisgarh. This attack is particularly notable given that it was carried out by the Naxalites, a group who has been responsible for a series of deadly attacks carried out against the Indian government, including one in 2010 which killed 76 police officers.

Unlike many other insurgent groups that are fighting in the 21st century, the Naxalites see themselves as fighting a Maoist struggle for liberation. To understand why a communist insurgent group still exists in India, it is important to understand the story of the Naxalites. The Naxalites emerged in the 1960s, when an aristocrat turned revolutionary named Charu Majumdar lead a branch of the Indian Communist Party. Unlike the rest of the Communist party, which generally supported the Marxist Leninism of the Soviet Union, Majumdar looked toward Mao with an emphasis on organizing the peasantry into a fighting force capable of withstanding oppression. This was best exemplified with one of their major slogans: “China’s Chairman is our Chairman.”

These efforts of rural organization culminated in the Naxalbari uprising of 1967, when groups of sharecroppers rebelled against landholders over harassment in the famed tea growing area of Darjeeling. Majumdar was soon arrested and later died in prison. With his death, the hope of a unified movement was lost as well. With the death of Mao in 1971, the rebels also lost a strong pillar of moral, (and possibly material) support as the People’s Republic of China began the gradual process of economic liberalization. These factors lead to a splintering of the movement, with over 140 groups claiming to be the rightful representatives of Maoist thought in India in the 1980s.

Beginning in the 1980s, however, violent Maoism began seeing a resurgence in Eastern India, especially in the provinces of Chhattisgarh and Jharkhand. This is largely due to the importance of growth of mining in these areas. This has been driven by a booming demand for coal and iron ore to fuel factories in both India and China. Many of the inhabitants of these areas have failed to see the profits of the industry, and work in dangerous conditions for little pay.

This sense of alienation is furthered by the fact that many of the inhabitants of these areas are Adivasi, a general term for members of indigenous groups in India. The assortment of tribes who inhabited these areas long lived as subsistence farmers and were left relatively disconnected from the rest of India. The mining boom deprived them of their previous livelihoods and thereby forces them to work in the mines for low pay. This makes them especially vulnerable to the pull of organizations such as the Naxalites.
