The Gulf States’ Relationship With Afghanistan And Peace

The Persian Gulf states have played an important role in Afghanistan’s conflict. Their prominence in the area will likely continue to do so after American troops withdraw. During the Soviet occupation, Saudi Arabia matched American funding to the mujahideen for weapons and humanitarian development. One of the financiers was Osama Bin Laden. Saudi Arabia’s Wahhabi ideology and religious leaders also served to stir anti-Soviet sentiment and inspire Arabs to join the mujahideen.

Gulf Region Cooperation

In 1996, Saudi Arabia and the United Arab Emirates were the only Gulf states to recognise the Taliban government after its takeover of Kabul. After strained relations over the extradition of Bin Laden, they formally cut ties with its government after 9/11. Since the US invasion, Gulf states like Saudi Arabia and Qatar have facilitated negotiations with various Afghan parties. This includes the most recent negotiations in Doha, and have given millions of dollars for reconstruction.

The Gulf Cooperation Council (GCC) will have increased importance as the US prepares to leave the country, after two decades. Much of the investment and reconstruction efforts by the GCC are influenced by external actors like Pakistan and Iran. Pakistan is one of Saudi Arabia’s and the UAE’s closest partners, and they will pursue development projects that advance their objectives to strengthen their Sunni base in Afghanistan. Not only can Riyadh and Abu Dhabi advance their regional interests in the country, but they can also create goodwill with the United States by taking increased responsibility in counterterrorism and stability operations.

Relationships Within The Gulf

Unlike some Gulf states who relied on the US as their conduit into Afghanistan, Iran independently forged partnerships. It’s partnerships with various groups and leaders have strengthened its position in the country. With American troops leaving, Saudi and Emirati could find their relationship in increasingly precarious positions. Iran has interests protecting the Hazara Shia community, which comprises 15-20% of the Afghan population from persecution and Taliban violence. Many Hazara are recruited to the defend Bashar Al-Assad through the Fatemiyoun Brigade, an Afghan detachment founded by Qassim Soleimani to participate in Iran’s regional agenda. Iran’s economic foothold in Afghanistan as its largest trading partner as of 2018 will also create concerns with Saudi and Pakistani officials who will try to subvert its influence. US engagement with Iran on other issues like the nuclear issue may increase the urgency of Iran’s rivals to curb its influence in Afghanistan.

Summary & Recommendations

The Persian Gulf states invested millions of dollars in Afghanistan after 9/11. Their involvement in the country will likely increase to fill the void once held by US troops. They may support armed groups if civil war ensues or support their respective religious and political allies to retain influence during peace. The mediation and stability brought by the Gulf states in Afghanistan will continue. The result of its loss would be a breakout of conflict, which would destabilise the region. This result is not in any of the countries’ interests. These investments are a broader competition between regional rivals, who want to advance their religious, security and political goals.

 

Refugees on the Greek islands awaiting asylum

Political Crisis For Refugees Seeking Asylum In Greece

There are currently 119,700 refugees in Greece, while another 19,100 refugees remain on the Greek Islands, seeking asylum. Despite many of these refugees fleeing war torn countries including Syria, Iraq and Afghanistan – it has developed from a humanitarian crisis to a political one. Greece is going through some significant financial issues which makes the economic impact of Greece’s incoming refugees more complicated. This has led to many refugees living in inadequate conditions.

Refugees entering Greece have traveled from war-torn nations and often need counselling for psychological trauma and require medical aid. In February 2019, Dimitris Vitsas, a Syriza member of Hellenic Parliament stated that Greece can not process 20,000 asylum applications each year. Greece is also unable to integrate the twelve thousand refugees currently on the Greek mainland. The irregularity in immigration into Greece has been a significant burden for the nation. 

Refugee ‘Hotspots’

To identify, register, and fingerprint incoming migrants the Greek government created temporary refugee processing centres. These ‘hotspots’ would allow immigrants to then travel to the Greek mainland. These locations include Lesvos refugee camp which was opened in October 2015 with a capacity of 3,100 people, but is now called ‘home’ by more than 20,000 refugees. The same issue was found in other Greek refugee hotspots like Chios and Samos. Both opened in March 2016 and had a limited capacity. However, investigations into the refugee hotspot at Samos, with an official capacity of 650, reported a population of over 3,000.

Refugee Camp Overcrowding

The overcrowding of these refugee camps has been blamed on the deal agreed between the European Union and Turkey in March 2016. The deal asserts Turkey as a safe zone for refugees escaping violence from neighbouring countries like Syria. Before entering the European mainland refugees must apply and receive a decision on their asylum case.

The overcrowding is also a result of Greece’s geographical location. As the closest entrance into Europe from the Middle East, Greece has seen an overwhelming influx of refugees. Of the 65 million people officially classified as displaced persons globally, an increasing number of refugees have been travelling through Greece. Furthermore, in 2016 Greece saw an unprecedented number of refugees travelling to its shores. It has been reported that more than 4 million Syrians have been driven from their country, and in 2016 alone 26,000 of them applied for asylum in Greece. This is up from 3,000 in 2015.

This overcrowding in the refugee camps can lead to poor living conditions and often impacts the processing of refugees’ cases. More refugees than ever are displaced from their home country and Greece is unable to manage. With their own economic crisis and rising unemployment, many of the Greek refugee processing centres and camps are run by volunteers and charities like Lighthouse Relief. With millions of refugees already displaced and hundreds more arriving into Europe each day, it is important for the European Union and surrounding nations to implement a road-map to better manage. 

Ongoing Recommendations

The migration issues faced by Greece are important but the driver of this mass migration is ongoing conflict. The focus for many reports is how to better manage, we must highlight the impact on refugees’ home nations. With millions displaced, implementing peace and rebuilding a country is much more difficult. Especially as many skilled workers and young people important to a nation’s rebuilding will begin to integrate into new countries.

Possible Consequences of the Israeli Unity Government’s Annexation Plan

On May 18, Israel swore in a new unity government in which Benjamin Netanyahu will continue as Prime Minister until he is succeeded by Benny Gantz in 18 months. The power-sharing deal resolved a political deadlock that lasted for more than 500 days.

While the stated goal of the new government is to fight the coronavirus pandemic, the two politicians also agreed to press ahead with a plan to annex parts of the occupied West Bank as early as July 1 — a move that could have serious consequences.

It is likely that the annexation would deal a serious blow to the already stalled peace process between Israelis and Palestinians. In January, President Trump presented his Middle East peace plan which proposed an independent Palestinian state and recognition of Israeli sovereignty over its settlements in the West Bank area. This was perceived by Netanyahu as a green light for annexation of these territories.

The plan was immediately dismissed by Palestinian President Mahmoud Abbas, stating that Jerusalem and Palestinian rights are not for sale. Subsequently, the Palestinian Authority cut all ties, including security, with Israel and the United States.

Palestinian leaders reject the legitimacy of the Israeli move to annex the settlements, which are seen as illegal by most of the international community. Abbas promised to take measures against Israel and the US in response to the annexation, including cancelling all agreements signed with Israel. Therefore, it would be fair to assume that the annexation would further deteriorate Israeli-Palestinian relations, diminishing prospects for peace. In addition, this move could lead to an escalation in violence.

Hamas, Palestinian Islamic Jihad (PIJ), and other groups could carry out more attacks in response. In a reaction to the Trump peace plan, Hamas stepped up its rocket attacks from the Gaza Strip and hailed ‘acts of resistance’ throughout the West Bank, including a car-ramming attack in Jerusalem.

Both Hamas and the PIJ called on President Abbas to cut all ties with Israel and for an increase in resistance activities. President Abbas even invited Hamas and PIJ officials to a meeting to discuss possible reaction to the Israeli plan. Azzam al-Ahmed, a senior Fatah official, stated that the Palestinian leadership devised a plan, noting that Israel and the US would bear the full consequences in the aftermath of any moves towards annexation. These developments suggest that a rise in violence could be one of the responses.

Calls for resistance activities could motivate lone actors to carry out attacks. Recently, as the swear in of the unity government neared, an increased number of violent attacks were carried out by Palestinians. On 12 May, an Israeli soldier was killed by a rock thrown from a rooftop and, only a few hours later, a Palestinian tried to stab an Israeli security official at Qalandiya checkpoint. On 14 May, the day when the new government was supposed to be sworn in before Netanyahu asked for a three day postponement, a Palestinian deliberately drove his car into Israeli troops, injuring one. These attacks suggest that because of the annexation, more individuals could resort to violence either in a response to calls from Hamas and others or out of grievance. However, the annexation could also lead to a more organized form of resistance.

The annexation could mobilise enough people to start a third Intifada (popular uprising). In the case of the first Intifada, an Israeli vehicle struck two vans carrying Palestinians, killing four of them. A second Intifada followed Ariel Sharon’s visit of the Temple Mount, together with 1, 000 riot police, and the subsequent killing of six Palestinian demonstrators the following day. Although there were arguably more causes for the two Intifadas, the situation escalated for an extended period and the described events were merely triggers, it might be argued that the annexation would be of such significance, compared to the previous two, that it could start a third uprising. Moreover, Palestinians could be supported or even called upon to do so by the Palestinian authorities as a response to the annexation.

All in all, it seems likely that the new Israeli unity government will face serious consequences and a possible rise in violence if it proceeds with its annexation plan. The peace process would not only arguably experience a major setback, but annexation could have security implications for the region as a whole.

Furthermore, difficulties stemming from the coronavirus pandemic could be significantly aggravated by any potential uprising. The government should thoroughly assess the possible costs and benefits of the annexation and try to keep the peace process alive in order to avoid unnecessary crisis and violence.

Moreover, as the settlements are perceived as illegal by many, the international community should step in and pressure both parties to refrain from actions that might be destabilizing for both Israel and the region. Otherwise, the long-lasting conflict might experience yet another escalation which could in turn affect the already unstable Middle East.

Contested Kashmir: A Critical Analysis and Possible Solutions

Jammu and Kashmir (J&K) is one of the most militarized areas in the world. India and Pakistan, both nuclear-armed, have fought three wars since their independence, two of which have been over J&K. The tensions began in 1947 after the two countries won independence from Britain. The second India-Pakistan war in 1965 followed, with the rise of the Jammu Kashmiri Liberation Front – a Kashmiri nationalist organization aiming to unite both the Pakistani- and Indian-administered regions of the territory. More recently, tensions between the two neighbours have flared due to a suicide bombing by an Islamist militant group known as Jaish-e-Muhammad (JeM), or Army of Muhammad, which killed forty Indian paramilitary operatives in the Indian-administered part of J&K. The same group also launched an attack on an Indian army base in Kashmir in 2016, prompting India’s military to cross the border and launch surgical air strikes into Pakistan.

For Pakistan, Islamist groups are a key leveraging tool against India. Undertaking a complete crackdown against these groups would therefore counter their interests. JeM, for example, continue to raise funds in Pakistan under different names, andMahmood Azhar initially founded JeM with generous support from Pakistan’s Inter-Services Intelligence. Although the Indian government has tried to have JeM’s leader blacklisted by the UN Security Council, these attempts have always been blocked by China. Pakistan has recently demanded more substantial evidence before they consider arresting Azhar, demonstrating clear noncooperation in the fight against JeM. The failure of Pakistan to actively counter terrorism in its administered regions has been a key issue for India, who claim that Pakistan must do more to curb terrorist activity.

The introduction of social media and cable news in both countries has further polarized public opinion surrounding the issue. Both sides use jingoistic nationalism to rile up support – creating new and influential public lobbies. For example, interrogation footage of the recently captured Indian pilot, Abhinandan Varthaman,  widely circulated on Whatsapp and was shown on nationalistic media outlets in India. Pakistan have also taken part in this information war by filming footage of the pilot saying how well he is being treated by his captors and how the Indian media embellish the smallest thing, present it as if on fire, and people fall for it.”

The reason for such tension in Indian-administered territory is that most people within the territory do not want to be governed by India. Around sixty percent of its population is Muslim, making it the only state in India with a majority Muslim population. Moreover, high unemployment and human rights abuses by security forces have triggered protests against the authorities for over thirty years. Attacks in the region are carried out by the fedayeen (“those who sacrifice themselves”), and the last such attack on this scale was carried out in 2000 by a Birmingham-born man who was using the name Mohammad Bilal.

Going forward, how can ensuring short and long term peace work in practice? Throughout history, numerous UN resolutions have been introduced to try and resolve the conflict to no avail. Pakistan argues that J&K should be Pakistani because it is a majority -Muslim state. India argues that J&K should be a part of India because Kashmiris want to remain part of India (a claim which has not been proved). To paper over the cracks, both governments could agree to a ceasefire along the Line of Control (LoC) in J&K.

In other words, a return to the status quo is the first substantive action that should be taken in the short-term. In light of the fact that people living near the LoC have started packing their bags to escape the conflict, a ceasefire will ensure confidence and trust can build between the two nations again. We have seen evidence pre-2003 of how Pakistan infiltrated terrorists into the region under the cover of shelling along the LoC, and if this ceasefire does not hold, Pakistan can do the same today. This step is therefore of paramount importance, but it requires dialogue and cooperation from both countries.

India’s ultimate goal is to dismantle terror outfits and the networks that support them. Hence, they must try to convince the international community to put more pressure on Pakistan to shut down its support for terrorism in J&K. For now, this seems unlikely. With the recent Indian air assault on a JeM camp in Balakot, the ongoing escalation in hostilities is counterintuitive to this goal. However, Pakistan’s release of an Indian pilot is one small step in the right direction. Most likely this is an empty gesture that does not cost Pakistan much at all, just like the “cosmetic measures” they undertook in 2003 to dismantle terror networks in the face of international pressure. This time, if this is to work, the international community must find a way to hold Pakistan to account.

From there, we build on. Over time, if we want real peace, public opinion must change. This is the responsibility of politicians, the media, and ultimately the people. However, the role of the media will be to promote balanced debate and turn away from the current nationalist sentiment so prevalent in Indian and Pakistani media.

Most militants in J&K are in fact homegrown youth, which adds another dimension to this issue. No longer can India solely blame Pakistan for providing weapons, explosives, and training militants in the region. India itself must now do more to support de-radicalisation in the area through engagement with civil society. The government of Jammu and Kashmir broke down last year as the ruling party in India, the BJP, ended its alliance with a Kashmiri regional party which left the territory to be ruled by the central government in New Delhi. In turn, this fosters more adverse sentiment from the people towards India. To establish stability, India must not directly rule but support a Kashmiri government that represents the people to help quell unrest and offer some sort of legitimacy. Pakistan must reciprocate. Both sides should put an effort to hold regional elections in J&K, offer political freedoms to the people, and end the disqualification of candidates based on their views.

A short-term, fragile peace is the most likely outcome for the region – albeit a welcome one considering the current situation. To build long-term stability, trust and confidence must exist between both sides. And this will take time.

Despite milestones like 2012’s peace agreement between the Colombian government and FARC rebels, Latin America remains a region fraught with unconventional conflict. We are not talking about guerrilla war. As institutionalized state oppression largely becomes a memory – most of the region’s military dictatorships crumbled in the wake of the Cold War – homicides have become the most common form of violence. High murder rates, driven by daily criminal activity, plague Latin American streets.

Civil violence in Latin America is a sad reality. The region includes 43 of the globe’s 50 most murderous cities. El Salvador has the highest murder rate per capita, earning it the dubious distinction Murder Capital of the World. Furthermore, Mexico’s President Felipe Calderon and his War on Drugs have let loose state security and police forces on organized criminals. This has led to unprecedented levels of violence. For the first time in its history, Mexico will be among the world’s top 20 most murderous countries.

Despite staggering murder rates and the heavy hand of organized crime, some parts of Latin America are showing promise. Previous comments notwithstanding, the murder rate in El Salvador dropped an impressive 26% between 2016 and 2017. Yet despite being significantly below even 2015 levels, it is still high enough to stay in the global top spot. Honduras saw a 28% drop in its homicide rate during the same period. Guatemala and Belize reported similar reductions, lighting a beacon of hope that the continent can overcome the violence that plagues it.

Sao Paulo’s conspicuous reduction in criminal activity is intriguing. Usually it is the largest cities that have the most crime.

Brazil, on the one hand, reported an uptick in murder per capita. And on the other hand, Brazil and Latin America’s largest city, Sao Paulo with its 12 million inhabitants, followed the declining pattern reported in El Salvador and Honduras. There, the murder rate declined from 52.5 per 100,000 inhabitants in 1999, to 6.1 in 2017 – 5 times lower than the Brazilian national average. Nearly every type of crime has declined there during this period. Sao Paulo’s conspicuous reduction in criminal activity is intriguing. Usually it is the largest cities that have the most crime. Thus, it is important to understand how Sao Paulo achieved this drop. Hopefully other areas can replicate its strategy and its results.

So, how did they do it? Well, where Mexico reportedly increased state-supported violence and suppression, Sao Paulo improved accountability around policing (one in four murders there is perpetrated by police), limited the sale of alcohol after 11 pm, and created economic opportunities for unemployed youth. El Salvador has instituted strong criminal justice reforms.

No doubt there remains much to be done. However, these examples illustrate that political will, sound policy, and transparency can help Latin America turn its problems around. Other localities therein would do well to take note: structural, and social reforms reduce conflict better than meeting brutality with more brutality.
